CyanChat implementations

Following public documentation of the CyanChat protocol by MarkD, numerous clients and even a few third-party server and bot implementations have been created over time. An important piece if information usually not available to implementers is the existence of a test server (cho.cyan.com:1813) (That still forwards ignores as specified, something the main server hasn't done for some time, because implementations usually opt to ignore that information anyway).
